Crystal Dowd is a dedicated public safety professional with over a decade of leadership experience in animal care and control, emergency services, and public administration. She began her career in animal services, where she played a pivotal role in the creation of Calvert County’s first animal shelter—overseeing everything from staffing to the development of operational policies. Her leadership and initiative led to her promotion to Deputy Director of the Department of Public Safety.

In her current role, Crystal assists in the oversight of multiple critical divisions, including Animal Services, Career EMS, Emergency Communications, Emergency Management, and Fire/Rescue/EMS. She also led the successful implementation of the County’s ambulance billing program, helping to strengthen operational sustainability. Crystal is a Nationally Registered Emergency Medical Technician, licensed in the State of Maryland, and actively volunteers within the county EMS system. She holds an associate degree in Business Administration and is committed to building responsive, community-centered public safety systems.
