The MS4 permit requires Calvert County to meet six Minimum Control Measures (MCM) including: Public Education & Outreach, Public Involvement/Participation, Illicit Discharge Detection & Elimination (IDDE), Construction Site Runoff Control, Post-Construction Runoff Control and Pollution Prevention/Good Housekeeping for Municipal Operations. As part of the IDDE MCM, the County must adopt an ordinance that allows for the screening. testing, correcting, and fining of illicit discharges into storm drain systems.
