Transferable Development Rights Reserve Program

Calvert County Government is pleased to announce the new Transferable Development Rights (TDRs) Reserve Program. The program allows citizens to sell and purchase TDRs through the county government instead of through private buyer/seller negotiations. Administered by the Department of Planning & Zoning, the program is set up as a revolving fund to continually purchase TDRs from Agricultural Preservation District (APD) owners and sell them to developers.

The approved TDR Reserve price is $4,500 and is offered on a first come, first served basis as available funding and TDR supply allow. There is an additional 1% administrative fee for the purchase of TDRs. The use of TDRs allows owners to increase density potential within designated residential growth areas while preserving the county’s natural resources, agricultural land and forests.
