Beginning in Fiscal Year 2016, the Board of County Commissioners asked County Departments to develop Service Based Budgets, in addition to the normal budget development process. A Service Based Budget (SBB) is intended to be more easily understood and to provide greater transparency. The Board of County Commissioners saw the SBB as a way to better explain the link between services and annual operating cost.
The SBB is designed to help answer questions like "what does it cost to provide and maintain outdoor recreation facilities?" or "what does it cost to perform roadside trash removal?"
The Fiscal Year 2018 SBB is sorted by the total cost of providing a service or function. The most expensive of these appear first. The costs reported in this budget are estimates.
